Problems in installing a language pack in Windows 10
In my PC with Windows 10 (build 10525) I added the Italian language in the language section of settings but I still see in the Windows display language the «A language pack isn’t available«.
I tried also to download from MSDN the Language Packs and in the it-it folder od the iso there is a lp.cab file but when I try to install it with RUN -> lpksetup (following the instructions from http://www.commentary.com/usman/windows-8-language-packs-installation.htm) it says: «The language cannot be installed on this computer«:
It is stange because in an other computer (a Surface 3 pro one) that had an Italian WIndows 8.1, I succeded to update to Windows 10 and I installed also the English language pack that is seen as available in the language option page . (now there is the link to possibly Disinstall that Language pack I installed)

The link which you have provided will support the Windows 8 language packs. The language packs downloaded from the website you have suggested on the post will not support to install on Windows 10.
Follow the below steps to install the Italian language pack.
Step 1:
Press Windows + I keys on the keyboard to open Settings menu.
Click on Time and language in settings window.
Click on Region and language from left navigation pane.
Click on Add a language (+ symbol)
Select Italian language pack.
Now, click on Italian language pack and click on Set a default button under the Region and language from left navigation pane.
Step 2:
Press Windows + X keys on the keyboard, select Control panel.
Type Language in the search bar located at the top right corner of Control panel and click on language.
Click on the Italian language pack on the Language window.
Click on Download and install language pack button under Italian language pack.
Enter the administrator password if prompted.
Click on Save button.

How to install a MUI language CAB file in Windows 10
In the previous post I collected and posted here a bunch of direct links to MUI language packs for Windows 10. It is useful for users who need to install them on multiple PCs. They will save their Internet bandwidth and time by not downloading them again on each PC. Instead, they can save the offline package and use it for future installs. In this article, we shall see how to install these downloaded language packs.
First, make sure that you have the correct language pack matching your OS (32-bit or 64-bit). Installing the CAB MUI language packs requires few steps.
Follow these simple instructions to install the CAB files:
- Press Win + R keys together on the keyboard to bring up the Run dialog.
Tip: see the ultimate list of all Windows keyboard shortcuts with Win keys. - Type the following in the Run box:
Press Enter.
Click the Install display languages button.
Wait till it is installed. This can take a considerable amount of time and disk space.
A System Restore point will also be created first.
There, you will find the ability to activate it as the main display language.
Log out and log in again for the language to change.
That’s it. Now you know how to deal with downloaded *.cab files for MUI language packages.

unable to change speech language in windows 10
i am using windows 10 on my laptop. i am unable to change speech language and there is a error in downloading speech options. please help.
every time i try to download. this came up.

i am using windows 10 single language
but i only want to download one language i.e., english.
did english (india) and english(us) as considered as two languages?

Does this mean that if you’re ouside of the cortana supported areas, it’s impossible to use it cause you can’t change the system language?
I’m in Finland and I’ve changed all my other settings (except keyboard and system language) to american english (location too) but it doesn’t work because the same thing that’s happening to Parikh is happening to me.
Basically is there any way to get my system to have Cortana and still have finnish keyboard settings when my current system language is Finnish?
edit- so I did get the system language changed to american english but still no cortana and still no ability to download speech recognition or any other of those features even if they’re in the same language.
