Thank you for posting your query at Microsoft Community.
I understand the inconvenience that you are experiencing. I will definitely assist you.
This issue may occur if the USB driver is not installed properly or corrupt.
To understand the issue better I would like to know, try connecting to other system and check if you get the same issue?
For now try the troubleshooting steps and check if it helps to resolve the issue. Follow the steps:
Press Windows and X keys together.
Select “Device Manager”.
Locate and expand Universal Serial Bus Controllers.
Right-click on the “USB root hub « and click on “uninstall ”.
Restart the computer once the driver uninstalls.
You can also install driver by the following steps:
Press Windows key + X and click on Device Manager.
Right Click on the USB root hub & Select Update Driver Software.
Select browse my computer for a driver software.
Select Let me pick from a list of device drivers on my computer.
Select the driver option according your device model and install.

Hope this helps. If you need further assistance with Windows, let us know and will be glad to help.
Sometimes, when I insert a USB-stick, Windows can’t recognise it. The «My Computer» folder tries to refresh, but it takes too long time and does not change anything.
Moreover, when I try to shut down or reboot the system, it shows the final screen (Shutting down or Rebooting), and does nothing.
The Event Viewer shows two similar critical errors near the time, when I insert the USB-stick. There are their descriptions and details:
10110:
A problem has occurred with one or more user-mode drivers and the hosting process has been terminated. This may temporarily interrupt your ability to access the devices.

The device USB DISK (location (unknown)) is offline due to a user-mode driver crash. Windows will attempt to restart the device 5 more times. Please contact the device manufacturer for more information about this problem.
Is there any ideas what is wrong and what can I do?

If this only happens with one USB-memory, I would say that there is something wrong with it, so I would buy a new one or find another one to test with.
It could also be that the driver for USB has become corrupted, so I would also try to uninstall the USB-driver and re-install it. This can be done from the device manager on the client.
Press the Win key and type «device manager» -> Press «Enter»
From the device manager, right click the devices under «Universal Serial Bus controllers» and chose uninstall. I would start with the once related to the motherboard, in my case the one that starts with Intel(R)
You mouse and keyboard will stop functioning, but the drivers will be installed once again after a reboot.
